With reference to your Confidential despatch
of the 7th February, 1921, which I regret has remained unanswered so long, I have the honour to forward the enclosed copies of letters received from the Chairman of the Publicity Bureau for South China with regard to the activities of the Bureau during the years 1920 and 1921.
It will be seen from the accounts forwarded that the deficit for the year 1922 should not be so great as in previous years and provision was therefore made for payment of $30,000 only this year under the heading "Other Miscellaneous Services" on page 30 of the 1922 Estimates.
It was hoped at one time that the Bureau might become self supporting during 1922 but the increased cost of Reuter's Service, which but for the action of the Bureau would have been discontinued, has precluded that possibility. A further report will be called for from the Committee when the Estimates for 1923 are under consideration and I trust that it may then be possible to reduce still further the subsidy granted by Government:
The Bureau has recently issued an Anglo Chinese Directory which is likely to prove a most useful
publication. Two copies are being forwarded to you under
